Shot is a reference to how quickly it is consumed (like a bullet from a rifle) not the properties of the substance. Lead shot isn’t a drink either, although I wouldn’t necessarily advise eating it.
Another way of looking at it, to draw a parallel to another common mood-altering drug, caffeine is also primarily ingested in the form of a beverage . But you can also consume it as a solid, in the form of a chocolate bar. I’m sure you can come up with a way to drink a chocolate bar, but in its natural state, a chocolate bar is a snack. The presence of the caffeine does not change the nature of the chocolate bar, just as the presence of alcohol does not change the nature of the gelatin-based sna ck.
